2008宜蘭國際蘭雨節緣起：宜蘭，是在蘭陽溪的滋潤下而生，終年豐沛的雨水，為宜蘭供應充足的水，讓宜蘭成為全國唯一不需水庫的地方，也因為雨水，讓我們有聞名全台的千年檜木林及豐富的自然景觀。
「蘭 陽的雨」深深地烙印在每一個宜蘭人的心中，蘭陽的雨是自然現象，用雨作出發，與宜蘭生活、文化緊密結合，是宜蘭人最本土、真實生活的寫照，讓宜蘭的雨不再是觀光發展的阻力，讓雨水成為賣點而非障礙，讓旅客在非活動期間也願意造訪宜蘭，完成觀光永續發展的目的，帶動全年觀光旅遊發展商機。以此為發想概念，我們擷取古諺「竹塹多風，蘭地多雨，諺謂竹風蘭雨」的「蘭雨」為名，推出「2008宜蘭國際蘭雨節」活動。
